Aim of inspection
The aim of the inspection was to sample Dungeness A's arrangements for the commissioning of one of the new facilities that the site has designed for waste transfer. For this inspection, I made judgements against the expectations set out for compliance with LC 21.

Key findings, inspector's opinions and reasons for judgement made
I judged the adequacy of NRS Ltd.'s Dungeness A site arrangements and their implementation against the expectations associated with Licence Condition (LC) 21 (Commissioning). The inspection was devised to examine how the dutyholder:
- ensures that commissioning activities are delivered by competent, trained staff
- ensures that adequate commissioning instructions are produced, and adhered to during commissioning
Dungeness A has a mature set of arrangements for LC21, and I was content that they are being implemented adequately on site. Dungeness has developed clear processes to identify the key steps involved in commissioning, and arrangements to ensure that each step is completed adequately.
Conclusion
From the evidence that I sampled during the course of this inspection, I consider that the licensee has adequate arrangements for the control of commissioning activities on site. I consider that a rating for LC 21 of green (no formal action) is warranted for this inspection.
