Aim of inspection
The utilities control room and B484 Incident Management Centre (IMC) are key to the on-site response for loss or disruption to utilities (electricity, steam, water, compressed air, etc). This inspection will seek assurance that there is adequate control and supervision relating to emergency arrangements and response by utilities at the Sellafield site.

An inspection was conducted to assess the control and supervision of emergency arrangements related to infrastructure utilities, focusing on the deployment, maintenance, and supervision of mobile diesel alternators. These alternators are critical for responding to electrical supply disruptions at nuclear safety-significant plants.
The inspection covered the adequacy of emergency instructions, personnel roles, maintenance practices, emergency arrangements, emergency rehearsals and site configuration management. Overall, the arrangements were found to be adequate, with minor observations noted for improvement.
Infrastructure/Utilities at Sellafield Limited have demonstrated the adequacy of their arrangements for LC11 and LC24 warranting an intervention rating of GREEN (no formal action).
Conclusion
The inspection confirmed that the emergency arrangements for mobile diesel alternators are effective and well-managed. The DAP demonstrated clear understanding and competence in following emergency instructions. Maintenance practices ensure availability while mitigating risks. Improvements in deployment capabilities and site configuration management demonstrate proactive engagement in addressing past challenges. Minor improvements, such as adding height signage to alternators, would enhance operational efficiency during emergencies.
