Aim of inspection
The aim of the inspection was to inspect Swissport GB Limited's application for consent for the practice of transport of High Activity Sealed Sources (HASS) to support the provision of advice to the Health and Safety Executive (HSE) for the issue of consent under the Ionising Radiations Regulations 2017 (IRR17) Regulation 7.

Key findings, inspector's opinions and reasons for judgement made
This inspection was carried out to support the provision of advice to the Health and Safety Executive (HSE) for the issue of a consent under IRR17 Regulation 7 for the transport of HASS.
The inspector reviewed Swissport GB Limited's submitted Safety Assessment for the transport of HASS and associated Local Rules and contingency/emergency plan to ensure claims made within these documents were both legally compliant and implemented in practice.
No non-compliances were identified, however, the inspector advised Swissport GB Limited on specific areas of the Safety Assessment, Local Rules and emergency/contingency plan that require updating (to ensure these documents more clearly describe and reflect actual practice), prior to ONR advising HSE to issue a consent.
Conclusion
The inspection findings were presented to Swissport GB Limited at the close of the inspection.
I judged an overall inspection rating of 'Green - No formal action' was appropriate for this inspection as there were only minor failure to implement compliance arrangements.
Prior to ONR provision of advice to HSE for the issue of a consent under IRR17 Regulation 7 for the transport of HASS, Swissport GB Limited is required upload their updated Safety Assessment, Local Rules and contingency/emergency plan via HSE's RADAN system for further ONR review. Swissport GB Limited should provide ONR with the anticipated timescale for upload to RADAN by 10 January 2025. This will be tracked to completion via a level 4 regulatory issue.
