Aim of inspection

To judge the adequacy of DRDL, other contractors and dutyholder's compliance with the Construction (Design and Management) Regulations 2015 (CDM) on the 10 Dock construction project. ONR will seek to gain assurance of the management of conventional health and safety hazards present on the construction site(s) with a specific focus on the major hazards on site and how they are controlled.

Key findings, inspector's opinions and reasons for judgement made

The Office for Nuclear Regulation (ONR) undertook a planned Construction (Design and Management) 2015 (CDM) inspection of the 10 Dock project (including both 10 Dock and 12 Dock).

The purpose of the inspection was to judge the adequacy of the duty holders compliance with CDM and other relevant statutory provisions. The inspection consisted of construction site walkdowns, desktop discussions and attendance at the 10 Dock Plan of the Day (PLOD) meeting.

The activities seen on site were related to the enabling works as the project is still in the relatively early stages. The main activities underway were lifting operations and core drilling, but we also considered the controls in place for the safe management of people/plant interface.

On the whole, good health and safety management was evident in the work activities we saw: lifting operations and arrangements for de-confliction of cranes, the layout of the site in terms of exclusion zones and safe pedestrian access, and control of health hazards associated with asbestos and respirable crystalline silica.

Finally, ONR attended the 10 Dock Plan of the Day (PLOD) meeting which provided good insight into how information is shared with and between supply chain partners and how deconfliction is identified and managed.

Conclusion

On the basis of the evidence sampled for CDM management arrangements and management of lifting operations, I judged that the management of construction activities is adequate and rated the inspection as green.
