Key findings, inspector's opinions and reasons for judgement made
The inspection examined the conduct of operations during the reactor 2 refuelling outage.
The inspection was carried out jointly by ONR nuclear safety and security inspectors, with support from the station INA. The inspection was unannounced and took place out-of-hours. We inspected against four relevant licence conditions, (LC 11 emergency arrangements, LC 23 operating rules, LC 24 operating instructions and LC 26 control and supervision of operations). The inspection included a plant walkdown, discussions with key personnel and sampling documents and records.
Overall, the site's arrangements and their implementation where found to be in line with regulatory expectations with respect to safety and security. Throughout the inspection areas of good practice and opportunities for improvement observed were shared with site.
Conclusion
Based on the evidence sampled during the inspection we judged that the licensee was compliant with the requirements of LC 11 (emergency arrangements), LC 24 (operating instructions) and LC 26 (control and supervision of operations). We assigned an inspection rating of GREEN (no formal action) in respect of these LC’s. We were satisfied with LC23 compliance but concluded, on balance, we were not able to inspect a suitable sample size of evidence upon which to assign a rating against LC23.
