Aim of inspection
The aim of this inspection was to ensure that DNB is ensuring effective control and supervision of defueling/fuel route operations by suitably qualified and experienced persons. This was a rated LC12 and 26 intervention.

Key findings, inspector's opinions and reasons for judgement made
LC12 requires that the licensee shall “make and implement adequate arrangements to ensure that only suitably qualified and experienced persons perform any duties which may affect the safety of operations on the site …” and additionally requires “the aforesaid arrangements shall also provide for the appointment, in appropriate cases, duly authorised persons to control and supervise operations which may affect plant safety”.
LC26 requires that “no operations are carried out which may affect safety except under the control and supervision of suitably qualified and experienced persons appointed for that purpose by the licensee.”
Findings
Dungeness B is implementing effective control and oversight of defueling operations with compliance paperwork generally completed to a high standard.
Defueling operations are controlled and supervised by appropriately qualified duly authorised persons.
Start of shift briefs and setting to works briefs in relation to ongoing fuel route tasks were carried out to a good standard.
Conclusion
I judge that an overall inspection rating of Green (no formal action) is appropriate for both LC12 and 26 because DNB was able to demonstrate that it is ensuring appropriate control of supervision of fuel route operations overseen be appropriately qualified duly authorised persons. I did identify a number of recommendations regarding potential further improvements.
