Aim of inspection

The primary aim was to inspect compliance with improvement notice ONR-IN-24-11.

The secondary aim was to determine the dutyholder’s response to ONR advice to consider a comprehensive review, and subsequent revision where necessary, of its management system to ensure that it meets relevant good practice.

Key findings, inspector's opinions and reasons for judgement made

The inspectors examined the changes to the dutyholder's management system, focussing on aspects relevant to controlled purchases and supply of services.

The inspectors concluded that the management system for purchasing services from other organisations are consistent with relevant good practice and that the contravention identified in ONR-IN-24-11 has been addressed.

The inspectors concluded that the dutyholder had responded positively to ONR’s advice to consider a comprehensive review, and subsequent revision where necessary, of its management system to ensure that it meets relevant good practice. A Level 4 (the lowest level) Regulatory Issue has been raised to track the dutyholder’s comprehensive review.

Conclusion

The review and revision to the process implementation requirements of the dutyholders management system associated with purchasing has significantly improved the dutyholders compliance with ADR 1.7.3 and relevant good practice. Additionally these improvements have provided greater visibility of the consignor duties for ensuring that service providers employed to carry class 7 goods are suitable qualified and experienced to undertake the services being purchased.

I have assigned a Rating of Green (No Formal Action) to thematic area Transport - Consignor Duties based on this inspection.

Taking into account the improvements to its management system already made to address ONR-IN-24-11 and the dutyholder’s commitment to undertake a full review and revision of all aspects of its management system against relevant good practice I have assigned a Rating of Green to thematic area Transport – Management System based on this inspection.

Level 4 RI-12470 has been raised to track the dutyholder’s comprehensive review and a shortfall identified during the inspection relating to demonstrating how following the procedures in its management system will ensure compliance with the regulatory requirements relating to the safe transport of radioactive material that apply to its activities.
