We confirm that under Section 1 of the FOIA, we hold the information relevant to questions 1, 3 and 4 in your request. Please find our response to each of your questions below.
1. Name of unions which are signatories to your main collective agreement covering pay and conditions
Prospect and Public and Commercial Services (PCS).
2. Number of employees covered by the agreement
We confirm that under Section 1 of the FOIA we do not hold the information in scope of this element of your request. This is because under GDPR principles, union membership is deemed as sensitive personal information which the employer should not collect information on or have knowledge on. We therefore do not collect this information.
3. Lists of grades and current pay rates. Please indicate any agreed equivalence between the grade names used within the list and the following civil service grades:
1) Administrative Assistant (AA) – There is no equivalent grade.
2) Administrative Officer (AO) – Band 6
3) Executive Officer (EO) – Band 5
4) Higher Executive Officer (HEO) – Band 4
5) Senior Executive Officer (SEO) – Band 3

Please find the pay award for 2020/21 in Annex 2 attached to this response.
a) Has there been a cost of living pay increase for all staff? If so, what is the increase?
Yes, all staff who met their performance objectives for the 2020/21 performance year received a 1% consolidated pay increase with effect from 1 April 2021. For some, more than 1% was afforded as a £300 underpin was applied to guarantee all staff a minimum increase of £300 p/a where the 1% afforded an annual increase of less than this amount.
b) Have there been any changes to the pay scales? What are the changes?
Yes, there have been changes to the pay scales. This is detailed in Annex 1 which shows the current pay ranges as at 1 April 2021 and Annex 3 which shows previous pay ranges as at 31 March 2021.
c) Are performance-related bonuses being paid? If so, what are the arrangements for performance-related bonuses?
Yes, performance-related bonuses are being paid. This is detailed in Annex 2.
