Executive summary

Purpose of Intervention

This inspection at Inutec Ltd’s licensed site at Winfrith was undertaken as part of a programme of planned inspections for 2019/20. ONR granted a nuclear site licence (NSL) to Inutec Ltd in February 2019 for its undertakings on the Winfrith site, as these activities fall under the scope of the Nuclear Installations Act 1965.

The purpose of this intervention is to review in detail the Transport Emergency Arrangements that have been issued and further developed since the issue of a site licence to Inutec Ltd.

Actions arising from the previous inspection have been carried out and the Transport Emergency Plan was issued and therefore met the requirements of CDG2009.  This inspection reviewed these transport emergency arrangements, including recovery plans, to assess them for suitability and effectiveness.

I carried out a compliance inspection against the following.

  • CDG 2009 regulations - Carriage of Dangerous Goods (CDG) and Use of Transportable Pressure Equipment Regulations 2009

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found that Inutec Ltd was able to demonstrate compliance with CDG Schedule 2 through its written arrangements for transport emergency plans.

As a result of this inspection I recommended that Inutec Ltd should perform a desktop or live (simulation) transport exercise as soon as practicable. This was accepted by Site.

I also identified improvements to documented arrangements that should be included to strengthen Inutec Ltd’s emergency arrangements. This included the requirement to formally issue one of their draft documents.

Conclusion of Intervention

It is my opinion that adequate arrangements are currently in place for compliance with CDG 2009 regulations.
