Executive summary

Purpose of Intervention

This was one of a series of planned inspections for the Harwell licensed nuclear site for 2019/20. The site is owned and operated by the licensee Magnox Ltd.

Interventions Carried Out by ONR

I undertook an inspection of compliance with aspects of the Ionising Radiations Regulations 2017 (IRR17) at the site.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Workers at Harwell have adequate radiological protection training to be suitably qualified for their roles, with appropriate refresher training in place when required.

Harwell site has a number of decommissioning projects which are unique and require innovative methods to decommission. From the decommissioning projects assessed they are compliant with IRR17.    

Radioactive substances on site were kept in suitable storage with relevant documentation available which was compliant with IRR17.

Due to Harwell becoming part of Magnox Ltd several years ago, Harwell are in the process of adopting the Magnox Ltd radiological safety arrangements. Current radiological arrangements on site are adequate however continued discussions is needed with the wider Magnox Ltd company to share relevant good practice from a radiological protection perspective.

There were several minor observations noted during the inspection which have been raised with Harwell site.

Conclusion of Intervention

From the evidence examined, it is my opinion that the licensee’s arrangements inspected are adequate for compliance with the Ionising Radiations Regulations 2017.
