Executive summary
Purpose of Intervention
This was a planned inspection of EDF Energy Nuclear Generation Ltd.’s (NGL’s) Heysham 1 power station, undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR).
The work was carried out was in-line with the planned inspection programme contained in the Heysham 1 Integrated Intervention Strategy (IIS).
The purpose of this inspection was to confirm that the General Fire Safety provisions on site are adequate, and to confirm that the licensee is complying with the requirements of the Regulatory Reform (Fire Safety) Order 2005 (RRO).
Interventions Carried Out by ONR
The intervention focused on both the management of fire safety and the practical fire safety provision within selected areas and facilities across the site during normal generating conditions:
I used the relevant legislation, (Regulatory Reform (Fire Safety) Order 2005), relating to this inspection to focus on life fire safety issues. Of particular focus was the application and understanding of the fire safety strategy for the facilities I inspected.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
I am of the opinion that senior managers have identified the risk from fire at Heysham 1 Power Station at an appropriate level. They understand the importance of the Fire Safety Coordinator’s role and the challenges that exist.
During both the walk down and the meetings held during the day I identified a number of examples of industry good practice. A number of areas for improvement along with recommendations aimed at further enhancing the standards of fire safety will be followed up. I am of the opinion that the site displayed an appreciation of the importance of effective fire safety measures and regulatory requirements within the facilities I inspected.
Conclusion of Intervention
I concluded with an assessment of compliance with the legislation, and presented deficiencies, observations and recognised areas of good practice at a wash-up meeting. There were no findings from this inspection that could significantly undermine life fire safety. At present, no additional regulatory action is needed over and above the planned interventions at Heysham 1 Power Station as set out in the Integrated Intervention Strategy.
The inspection outcome was rated as GREEN.
