Executive summary
Purpose of Intervention
Supported by the Site Nuclear Safety Inspector for Sellafield Site Management and a Civil Nuclear Security Inspector, I conducted a compliance inspection of Licence Condition 11 (LC11), Emergency Arrangements, of Sellafield Ltd Security and Resilience. Henceforth in this report I have referred to ‘we’ to signify this inspection team.
The intervention was planned in accordance with ONR’s Sellafield Ltd Integrated Intervention Strategy (IIS) for 2019/20.
Interventions Carried Out by ONR
We carried out the LC11 inspection with reference to an Emergency Preparedness and Response Capability Map (EPRCM). This is a framework used to evaluate emergency planning and response in the context of seven subject areas.
We sampled a subset of the questions identified within the EPRCM to examine the resources and capability for Emergency Planning and Response (EP&R) at the site and the arrangements for planning, conducting and evaluating emergency exercises.
The intervention comprised facility tours, interviews, meetings and review of documents provided as evidence in the EPRCM.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable – no system based inspections were performed during this intervention.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
On the basis of the sample we found that the Licensee was able to demonstrate adequate compliance with LC11 and we rated the inspection ‘Green – no formal action’.
Conclusion of Intervention
The inspection findings were presented to representatives of Sellafield Ltd Security and Resilience at the close of the inspection. The inspection team did not identify any gaps to legal compliance. However, one area for improvement was highlighted associated with control and maintenance of emergency equipment.
There were no findings from this inspection that could significantly undermine emergency preparedness and response, or which would result in changes to the planned interventions and inspections of the Sellafield Ltd site.
