Executive summary

Purpose of Intervention

The Office for Nuclear Regulation (ONR) undertakes all regulatory interaction with the Sellafield site licensee (Sellafield Limited, SL) in line with the ONR Sellafield sub-division strategy. In accordance with that strategy, a Licence Condition (LC) 35 (Decommissioning) compliance inspection was undertaken in the Magnox Operating Unit (MOU) in March 2020.

Interventions Carried Out by ONR

Inspections are carried out against ONR’s published guidance requirements, as described in the technical inspection guides. Further information on inspection ratings is available in ONR’s Inspection Rating Guide.

A planned inspection was undertaken to determine the adequacy of MOU’s implementation of the licensee’s arrangements for compliance with LC35. Our view was based on documentation available before and during the inspection, discussion with the licensee, and a plant visit.

Explanation of Judgement if Safety System Not Judged to be Adequate

This was not a systems based inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

During the LC35 inspection, I sampled evidence associated with the licensee’s compliance with its formal arrangements for the preparation for and transition to Post Operation Clean Out (POCO). From the discussions held and documentation sampled, I was content that the licensee has adequately implemented their arrangements and sufficient planning has been undertaken for the transition of the plants to POCO at this stage.

Conclusion of Intervention

I consider that, on the basis of evidence sampled, the licensee has adequately implemented its arrangements for compliance with LC 35 (Decommissioning) and have been provided with sufficient reassurance that the MOU are progressing with their preparation for POCO at an appropriate rate.

I therefore consider that an inspection rating of Green (No formal action) is suitable, in line with the ONR inspection ratings guide.
