Executive summary
Purpose of Intervention
The purpose of this intervention was to undertake planned compliance inspection activities at EDF Nuclear Generation Limited’s (NGL’s) Heysham 2 (HYB) power station in line with the 2020/21 Heysham 2 integrated intervention strategy (IIS).
Interventions Carried Out by ONR
I, the nominated site inspector undertook a Licence Condition (LC) 6 (Documents and Records) & LC25 (Operational Records) compliance inspection which involved the consideration of both generic and local implementation documents as defined within the licensee’s arrangements. The following areas were covered as part of the inspection:
- The Records Schedule
- Environmental Monitoring of the Archive Store
- Register of Approved Documents
- Regulatory Correspondence and Hold Points
- Record Scanning and Quality
- Team resilience
- Key Performance Indicators (KPIs)
- Latest Audit findings and recommendations

Key Findings, Inspector's Opinions and Reasons for Judgements Made
The site has effectively implemented the new fleet arrangements for record schedules and indexes using the computer management system AMS (Asset Management Suite)
The arrangements for the fleet and the local arrangements appear to comprehensive. From the sample taken, the Heysham 2 site complies fully with the arrangements and no significant shortfalls were found.
The KPIs appear to be effective in helping station manage documents and records. All of KPIs appear to be well managed and action is taken to address those which are potentially getting out of control e.g. overdue document reviews.
A minor regulator issue has been raised in relation to the environmental conditions in the record archive store. During many months of the year the relative humidity and temperature is slightly above the target specification and temperature is slightly above optimum specification. Improvements were made, by the site, in 2018 but the conditions are still often above the optimum. As per the fleet arrangements, a condition report is regularly raised to highlight the issue but there are no tangible plans at present to rectify the issue.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
Conclusion of Intervention
Based on the evidence sampled during the compliance inspection and taking into account that only a minor ONR regulatory issue was raised, I consider an inspection rating of Green is merited for both LC6 and LC25.
A number of observations including a minor issue were identified, which were fed back to the licensee. The licensee accepted ONR’s findings.
There are no findings from this inspection that could significantly undermine nuclear safety and no change to the planned interventions and inspections of Heysham 2.
