Executive summary

Purpose of Intervention

This was a planned inspection of EDF Energy Nuclear Generation Ltd.’s (NGL’s) Sizewell B power station, undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR), and carried out in accordance with the Integrated Intervention Strategy (IIS) for the site.

Interventions Carried Out by ONR

I inspected implementation of Sizewell B’s technical specification (the means by which Sizewell B ensures that it complies with the limits and conditions of its safety case) by sampling some of the activities underpinning compliance with those technical specifications.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I consider that the requirements of the tech specs are well captured in the various surveillance test procedures, and even when those requirements are complex the test procedures and supporting documents and databases provide sufficient information and cross-references that it is easy to confirm that the requirements have been met. I confirmed by sampling that the licensee has been carrying out those test procedures at the required frequency.

Further, it was clear from the ease with which the MCR supervisor explained the various procedures and databases, and navigated the tech specs, that he was very familiar with the tech spec contents and format.

I have, therefore, awarded a rating of Green for compliance with LC23, and have raised no issues and placed no actions.

Conclusion of Intervention

There were no findings from this inspection that could significantly undermine nuclear safety or that required additional regulatory action over and above the planned interventions at Sizewell B, as set out in the IIS.
