Executive summary

Purpose of Intervention

The purpose of this HPC site intervention was to seek assurance that NNB Generation Company (HPC) Ltd (NNB GenCo) has implemented adequate arrangements for their surveillance of site construction and installation programme/strategy in accordance with Licence condition 19.

I interrogated the arrangements in place for the surveillance of site construction and installation activities related to material conformance and the activities of the NNB GenCo surveillance team, raising NCRRs and contractors raising NCRs.

Interventions Carried Out by ONR

In line with the ONR Intervention Programme, this intervention (CD21) considers NNB GenCo compliance with Licence Condition 19 (LC19). LC19 requires the licensee to “make adequate arrangements to control construction or installation”.

CD21 is one of a series of interventions that have been held on an annual basis to gain assurance of surveillance of material compliance.

Explanation of Judgement if Safety System Not Judged to be Adequate

This was not a System/Structure Based Inspection; this is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The presentation of surveillance and management of the material compliance on site for the last 12 months was adequate. There had been no issues identified associated with conformance of material supplied to site, with effective site surveillance of the works to construct reinforced concrete.

Conclusion of Intervention

This intervention was rated green, with NNB GenCo acknowledging there were potential improvements to timely updating and recording of information.  The site civil engineering works are progressing towards the peak in concrete production and demand on site later in 2022. ONR maintain interest in the construction progress towards this peak, alongside ongoing engagements associated with the recent review and update of the NNB GenCo Site Surveillance Programme.
