Aim of inspection
The aim of this inspection was to conduct a Licence Condition (LC) LC14, 17, 22 Inspection at the Hinkley Point A site on 7 December 2022 themed on the management of holistic safety documentation for modifications of plant.

Key findings, inspector's opinions and reasons for judgement made
I carried out a themed LC14, LC17 and LC22 inspection at the Magnox Ltd Hinkley Point A site. I reviewed the arrangements for these LCs and was able to establish the “golden thread” in the management system for them. I examined the arrangements for the production of safety documentation, in accordance with the management arrangements, for the Magnox Ltd Hinkley Point A Modular Intermediate Level Waste Encapsulation Plant (MILWEP) and assessed that adequate arrangements were in place should any modifications be required to this plant or any other when the plant had been commissioned, in order to maintain any limits or conditions required to ensure nuclear safety. I also met with the Magnox Ltd Hinkley Point A Trade Union and discussed a number of safety related issues which I will discuss with the lead team as part of future routine regulatory interactions.
Conclusion
In my opinion, the Licensee's arrangements for compliance with LC14, LC17 and LC22 are adequate. My assessment of the safety documentation and management arrangements to support its production and appropriate oversight by suitably qualified and experienced persons, who are duly authorised to do so, established they were adequate for the MILWEP project. I undertook a plant walk down of the MILWEP facility to check compliance with the safety case and check the generally levels of safety compliance on the plant, it was my opinion these were adequate. I therefore concluded that this inspection identified no further matters that may impact significantly on nuclear safety.
