Aim of inspection
The purpose of this Inspection was to sample evidence of implementation of the Sellafield Limited arrangements for compliance with Licence Condition (LC) 11, specifically within the Analytical Services, in order to inform a regulatory judgement regarding the licensee’s compliance with its legal duties under the nuclear site licence.Subject(s) of inspection

Key findings, inspector's opinions and reasons for judgement made
During the LC11 inspection, I sampled evidence associated with the licensee’s compliance with its formal arrangements for the emergency arrangements within Analytical Services (AS). In particular, I reviewed the emergency instructions, training records for the emergency duty team, the emergency exercise programme and the emergency equipment.Overall, based on the evidence sampled, I was satisfied that the documented emergency arrangements were in place and the governance arrangements at AS were adequate.I sampled the training records for an Incident Controller (IC) and an Incident Supervisor (IS) and found them to have completed their required training and their SQEP status to be in date.
From the exercise schedule for the year, I selected two of the emergency exercise reports and noted that these had been completed to an adequate standard. During my review of the exercise programme a minor shortfall was identified in relation to AS not being able to demonstrate how all the emergency scenarios identified in the emergency instructions have been or are programmed to be exercised. I have raised a Level 4 ONR Regulatory Issue to address this which will be followed up as part of routine regulatory business. Notwithstanding the minor shortfall identified in the exercise programme, I was content that AS has procedures in place for carrying out exercises and is carrying out exercises to an adequate standard.
Overall, from the plant visit undertaken, I was satisfied that the Access Control Point was in a fully functioning condition and that the emergency equipment was available and being maintained.
From the areas sampled, I did not identify any shortfalls in the implementation of the licensee’s arrangements which would necessitate a further inspection of those arrangements earlier than currently planned.
