Key findings, inspector's opinions and reasons for judgement made
This inspection examined the adequacy of Magnox Limited’s (ML) arrangements and their implementation on the Trawsfynydd site for compliance with Licence Condition 7 (Incidents on the site). I focused on Trawsfynydd’s arrangements to ensure that incidents are notified, recorded, investigated, and reported and that learning is gained. I inspected the current implementation of the arrangements, event trends and lessons learned. This included primary implementation document PD-016 (Business Improvement) and supporting document S-495 (Categorisation and notification of events).
This inspection was completed alongside a planned LC32 inspection (IIS-50867) and targeted waste management events at the Trawsfynydd site reported over the last 12-month period.
I utilised ONR guidance NS-INSP-GD-007 Issue 6.1; and ONR-OPEX-GD-001 Revision 7 during my inspection.
This inspection was conducted jointly with Natural Resources Wales (NRW) who were supported by the Environment Agency (EA).
Conclusion
The purpose of LC7 is to ensure that incidents on the site are notified, recorded, investigated, and reported by the licensee. Based on the evidence examined it is my judgement that ML is effectively implementing arrangements for complying with LC7. I am satisfied that this inspection merits an IIS rating green (no formal action) against LC7.Crynodeb gweithredol
