Key findings, inspector's opinions and reasons for judgement made

The purpose of this intervention was to undertake an assessment of EDF Energy Nuclear Generation Ltd.’s (NGL’s) Hinkley Point B Power Station level 1 emergency exercise. This was undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR). I, the nominated site inspector, together with two other site inspectors performed an assessment to evaluate NGL’s compliance with the nuclear site licence condition 11 (Emergency Arrangements) which are applicable provisions of the Energy Act 2013. The intervention was performed in line with ONR’s guidance, as set out in ONR’s technical inspection guides. The exercise was considered an adequate demonstration of the emergency arrangements for the site.

Conclusion

In the opinion of the site inspector the exercise was an adequate demonstration of the Site's emergency response arrangements, with the exception of casualty management. Causalty management has been an issue across a number of EDF exercises witnessed by ONR inspectors and thus a corporate level 4 issue will be raised for the dutyholder to identify the cause of the shortfalls and put in place an appropriate action plan to address the shortfalls.
