The Office for Nuclear Regulation (ONR) carried out a targeted inspection on the 23 March 2023 at HMNB Clyde Faslane. The inspection is following the RIDDOR Dangerous Occurrence reported to ONR on 21 September 2021 into the Battery Linkage Short circuit incident, ONR's investigation and subsequent enforcement resulted in an improvement notice being issued to Babcock Marine (Clyde) Limited.Conclusion
From the documented evidence provided, the discussions on implementation of the Safe System of Work, training and supervision and from sampling roles who have responsibilities in delivering the battery replacement maintenance activity I judge that Babcock Marine (Clyde) Limited has complied with the Improvement Notice (Improvement Notice Serial Number ONR-IN-22-002 (dated 20 May 2022), including Schedule Serial Number ONR-IN-22-002).
I recognise the considerable effort that Babcock Marine (Clyde) Limited has put in place to comply with this improvement notice, the holistic approach they have taken and the positive impact the improvements they have implemented are having on safety culture.
I will write to Babcock Marine (Clyde) Limited formally to state that ONR agrees that Improvement Notice ONR-IN-22-002 has been complied with and will propose closure of the associated regulatory issue.
