Aim of inspection

The aim of this inspection was to ascertain the development and suitability of the fault operating procedures and supporting documentation for Hinkley Point (HPC), and how they assist the operators in transitioning from the Process Information Control System (PICS) to the Safety Information and Control System (SICS) modes when required.

Key findings, inspector's opinions and reasons for judgement made

I found that NNB Generation Company (HPC) Ltd (NNB GenCo) was able to explain how the main control room fault operating procedures adequately support the reactor operators' transition from PICS to SICS, for this stage of the project. I sampled a number of areas, including triggers and indications to prompt change in operating modes, main control room roles and responsibilities and reliable establishment of situational awareness. I found that there was adequate development of the procedures for this stage of the project, and I gained confidence that NNB GenCo has adequately resourced plans to analyse and test the designs for the latter stages of the project. ONR will focus on the demonstration of and the links between the human factor requirements and the design, procedures and training in the main control room in future regulatory engagements.

Conclusion

Overall, based upon the evidence obtained during the inspection, I judge that the licensee has adequate arrangements and implementation in respect to demonstration of operational activities, for this stage of the project.  On this basis I judge that an inspection rating of green (no formal action) is merited.
