Aim of inspection
To sample and judge whether appropriate arrangements are in place to manage Pressure Systems Safety Regulations (PSSR) requirements across site following the identified fleet shortfalls over recent years and in particular the improvement notice served in 2022 at Heysham 1 and Hartlepool in relation to shortfalls in regulation 8.

I was satisfied from a number of sample checks across two systems under different sections of Pressure Systems Safety Regulations (PSSR) that the site demonstrated overall compliance.
There were some minor shortfalls in relation to PSSR, most notably, defect tracking, clarity of special requirements, configuration of safety relief pipework and clear identification of vessels.
There were other shortfalls, many of which were unrelated to PSSR which I placed as actions on site to complete. These have been addressed with the exception of one which was PSSR related and I have raised as an action under the existing level 2 PSSR issue (8462).
Conclusion
From the checks performed against the written schemes of examination including: presence of safety devices; pipework; exclusions, PSSR inspection reports and examination dates, I witnessed compliance with PSSR. I therefore rate the inspection as green.
I noted several observations and actions, many of which were not related to PSSR for which I received further justification/evidence in a response from station subsequent to my visit.
