Aim of inspection
ONR Licence Condition 28 (LC28) requires the licensee to make and implement adequate arrangements for the regular and systematic examination, inspection, maintenance and testing of all plant which may affect safety. For any plant or process that is shut down for the purpose of enabling these activities, LC30 requires ONR to provide consent before said plant or process is started up again.
The aims of this inspection are:
- To provide regulatory confidence in the implementation of the Heysham 1 Reactor 1 Outage Intentions Document in relation to structural integrity.
- To provide evidence to inform the ONR decision relating to the issue of a Licence Instrument for a Consent for return to service of Reactor 1 at Heysham 1 on completion of the work undertaken during the outage.

Key findings, inspector’s opinions and reasons for judgement made
I was satisfied with the experience demonstrated, processes referenced and judgements made by station in relation to LC28 from a structural integrity perspective and I judge that the station were compliant with their arrangements to meet LC28 during the time of the inspection.
During the inspection, I noted some aspects which will be considered in more detail in the assessment report. In particular I will monitor the Outage Assessment Panel to see the outcome of the Licensee’s Structural Assessment Group (SAG) referral for the Superheater Tubeplate Upper Radius (STUPR). I have also asked the Licensee to provide evidence that the hot hanger survey was completed in line with company guidance.
Conclusion
I judged the site demonstrated compliance with LC28 during the activities sampled during our site visit, I have therefore rated the inspection green.
