Key findings, inspector’s opinions and reasons for judgement made
The purpose of this intervention was to judge the adequacy of the revised Hunterston Point B emergency exercise schedule which has been produced based upon the reduced hazards associated with a defueling station in response to the level 4 regulatory issue 11307.
The intervention was performed in line with ONR’s inspection guidance requirements which can be found at https://www.onr.org.uk/operational/tech_insp_guides/index.htm.
Prior to the inspection I reviewed the draft corporate exercise strategy paper for defueling sites and an accompanying rationale for this matrix provided by EDF. I also sought comments from the ONR lead inspector for EDF emergency arrangements and the ONR site inspector for Dungeness B. I had also undertaken a similar inspection at Hinkley Point B the previous month.
Conclusion
From the areas sampled I judge that Hunterston B has produced an adequate exercise matrix identifying the relevant hazards and associated fault sequences for a defueling station and meets the legal requirement for compliance with LC11 – emergency arrangements. I therefore consider that an inspection rating of Green (no formal action) is merited.
