Aim of inspection
To assess the adequacy and application of ML Winfrith arrangements for Licence Condition (LC) 7 (Incidents on the Site). Although the focus was ML Winfrith, because of the commonality of persons across the ML Southern sites of Harwell and Winfrith, consideration of the arrangements and their management can be considered equally applicable to both sites.

Key findings, inspector’s opinions and reasons for judgement made
This inspection assessed Magnox Ltd Winfrith’s arrangements for reporting incidents on site as required by site license condition 7.
This was a planned inspection at the Magnox Ltd Winfrith Site. The inspection was undertaken as part of the intervention strategy for the Decommissioning, Fuel and Waste (DFW) Sub-Division.
During the inspection I undertook a review of arrangements, their implementation and training records of those undertaking investigations. I also undertook random sampling of personnel during a walkdown of the site and discussed with staff their understanding of the Operational Experience Feedback process, including what and how to report incidents. Generally the staff were knowledgeable and positively responded to all questions although one area was identified where improvements could be made.
Although a number of opportunities for improvement were identified during the inspection, I do not consider these require formal regulatory action as baseline compliance was confirmed. I have therefore rated this LC7 inspection as Green “No formal action” as I consider the arrangements adequate for compliance to LC7 and implemented across the areas sampled.
Conclusion
I have rated this LC7 inspection as Green “No formal action” as I consider that the arrangements to be adequate and implemented across the areas sampled. Individuals sampled from across the site were, in general, able to articulate reporting requirements and were familiar with feedback from the OEF team. Improvements to communication of the OEF processes were identified for the solid waste handling team, however I am content that the site have recognised this and will take steps to improve OEF awareness without formal regulatory action.
