Key findings, inspector’s opinions and reasons for judgement made
The inspector identified a number of examples of the dutyholder meeting relevant good practice in reducing risk to levels that are ALARP, including; suitable IRR17 assessments for packages commonly transported; ONR/HSE registration; appropriate local rules; emergency planning and control; training and maintaining competence – both direct employees and those who perform duties for them; procedures for transit stores (known as ‘stabling’); transfer of packages from consignor to carrier to consignee, and intermodal changes; a comprehensive set of procedures and arrangements covering all aspects of transport as a carrier of class 7 goods.
Conclusion
I judge an overall inspection rating of ‘Green – no formal action’ is appropriate for this inspection. Unless there are circumstances which change the activity this company carries out, or an incident, I see no need to inspect them for another four years.
