Aim of inspection
The intention of this ONR inspection was to conduct a Licence Condition (LC) 26 control and supervision of operations compliance inspection at the Magnox Ltd Berkeley site on the 21 February 2024. The aim of the inspection was to establish if Magnox Ltd Berkeley's LC26 arrangements are adequate to ensure continued nuclear safety of "Safe-store" configuration during the Blower Halls demolition project and that the revised "Safe-store" configuration does not increase any nuclear safety risks.

Key findings, inspector's opinions and reasons for judgement made
I carried out a Licence Condition (LC) 26 control and supervision of operations compliance inspection at the Magnox Ltd Berkeley site. I reviewed that adequate arrangements had been made for this LC and was able to establish the “golden thread” in the management system. Focussing on the blower halls demolition project, I established that the arrangements for this LC were being adequately implemented and integrated into the arrangements for CDM15 compliance, which were under the control of Altrad Ltd as Principal Contractor for this project. This inspection was also utilised to provide the ONR Project Inspector with oversight as to how the project will be permissioned, in order to support targeted and proportionate regulation of it by ONR.
Conclusion
It is my opinion that sufficient evidence was provided during the inspection to ensure compliance with LC26 in appropriately controlling and supervising operations during the blower hall demolition project.
I therefore concluded that this inspection identified no further matters that may impact significantly on nuclear safety.
