Aim of inspection
The purpose of the inspection is to determine whether Nuclear Restoration Services (NRS) are suitably controlling and supervising decommissioning activities on the site to reduce risk.

Key findings, inspector's opinions and reasons for judgement made
I led a planned compliance inspection on the Construction (Design and Management) (CDM) Regulations 2015, LC 10 (Training) and LC 26 (Control and Supervision of Operations). I targeted the Reactor Re-glazing project and the NRS and contractor (Altrad) relationship. The inspection team comprised the nominated site inspector and a nuclear site health and safety inspector.
For CDM, the licensee provided suitable evidence to demonstrate the appointment and delivery of the roles under the CDM regulations. However, demonstration of risk reduction through the project was lacking. This is a known issue and the nuclear site health and safety inspector is influencing the corporate NRS to improve their arrangements. The main contractor (Altrad) demonstrated a good awareness of the risks and hazards on the project and provided the workforce with a suitable brief prior to commencing daily work activities. It is the nuclear site health and safety inspector's opinion that NRS and Altrad were able to provide sufficient answers to the questions on risk control measures on this project and I award a rating of Green.
For LC10, the licensee provided suitable evidence to demonstrate that they had adequate arrangements for training construction personnel. However demonstration of training is via a locally administered spreadsheet owned by the Construction Manager. Nevertheless the Construction Manager was able to demonstrate that all NRS construction personnel were adequately trained. Therefore I judge that NRS are adequately implementing the LC10 arrangements for training in construction and I award a rating of Green.
For LC26, I sampled the control and supervision activities employed by NRS personnel on the contractor (Altrad) on the reactor re-glazing project. I determined that NRS had displayed adequate handover control to the reactor by implementing its own arrangements. I also determined that the Site Engineers had appropriate supervision of Altrad activities and reported incidents when they occurred. Therefore I judge that NRS are adequately implementing the LC26 arrangements for control and supervision of operations and I award a rating of Green.

I also performed a walk around the site with the work force safety representatives targeting the Advanced Vacuum Drying System (AVDS) and the Modular Intermediate Level Waste Encapsulation Plant (MILWEP). Several observations were made and advice given.
Conclusion
I consider that the licensee has provided adequate evidence that it trains individuals and controls and supervises operations aligned with the Construction (Design and Management) Regulations 2015 appropriately. Consequently based on my inspections findings I judge a rating of adequate (GREEN) is appropriate for LC10 and LC26.
Based upon my sampling and the evidence presented by the licensee, I am content that the licensee is adequately implementing the requirements of the Construction (Design and Management) Regulations 2015. I therefore judge that, an ONR inspection rating of adequate (GREEN) is appropriate for this intervention.
