Aim of inspection

Licence Condition (LC)28 requires the licensee to make and implement adequate arrangements for the regular and systematic examination, inspection, maintenance and testing of all plant which may affect safety. For any plant or process that is shut down for the purpose of enabling these activities, LC30 requires ONR to provide consent before said plant or process is started up again.
The aims of this inspection were:
  1. To provide regulatory confidence in the implementation of the Torness Reactor 1 Outage Intentions Document in relation to electrical engineering.
  2. To provide evidence to inform the ONR decision relating to the issue of a Licence Instrument for a Consent for return to service of Reactor 1 at Torness on completion of the work undertaken during the outage.

Key findings, inspector's opinions and reasons for judgement made

Findings
From the sample inspected, EDF Energy NGL adequately demonstrated the implementation of the arrangements established for the TOR reactor 1 SO (S13R1) activities, including inspection and observation of the actual condition of the station’s electrical structures systems and components (SSCs) including: nuclear significant transformers, switch boards, switch gear and electrical protection devices, progress against the station’s reactor 1 SO (S13R1) plan, management of emergent issues and completion of work order cards, in accordance with licence condition 28

Conclusion

On the basis of the evidence sampled at the time of the inspection:

For the Reactor 1 2024 Statutory Outage Activities inspection, I judge that EDF Energy NGL were able to adequately demonstrate the implementation of the arrangements in compliance with licence condition 28 at TOR. Noting ONR guidance on inspection ratings, it is my opinion that an inspection rating of GREEN - no formal action is merited here. Based on this inspection there were no issues identified from electrical work activities which would prevent ONR granting consent for TOR to return to service at this point.
