Aim of inspection
This inspection was a targeted unannounced out of hours inspection at Hinkley Point C (HPC) to gain assurance of adequacy of implementation of arrangements for shift handover, with a particular focus on extended activities (i.e. those activities that commence in one shift but require completion on subsequent shifts). ONR had previously been made aware of concerns in relation to the clocking in/out process and the challenges this creates with personnel at the turnstiles during peak times. As a result of the concerns raised, observation of the clocking in and out arrangements was included within the scope of this already planned unannounced inspection.

Key findings, inspector's opinions and reasons for judgement made
From the areas that were inspected during this inspection we are satisfied that NNB Generation Company (HPC) Ltd (NNB GenCo) is adequately implementing arrangements that provide for accurate transfer of information between working shifts for activities that extend between these shifts. In both areas inspected (MEH Alliance shift handover and BYLOR extended concrete pour) briefings were judged by the ONR inspector to be robust, precise, well attended, focused on the correct topic areas and there was evidence of 2 way conversation and constructive challenge. Activities observed on the construction site were well planned and were being adequately controlled, including in relation to control over plant vehicle and pedestrian interfaces (PVPI) and the adequacy of lighting.
In relation to the safety concerns that had been previously raised, ONR inspectors judged that the outflow of workers was well controlled with adequate measures in place to control the identified hazards, including supervisory presence, staggered check out times for different contractors and extended grace time (removing some urgency on clock out).
Conclusion
Overall, based upon the evidence obtained during the inspection, shift handover activities were observed to be well planned and controlled, with no specific issues or observations raised. No concerns were identified on observation of clocking out and associated turnstile use with these activities judged to be well controlled. On the basis of this, the inspection has been assigned a green rating.
