Aim of inspection
The purpose of this inspection was to check that NNB GenCo (HPC) and the significant on-site suppliers such as the Mechanical, Electrical and HVAC (MEH) Alliance, are set up to deliver fabrication and installation on site.
The purpose was achieved by a check that NNB GenCo (HPC):
has established a surveillance strategy/strategies, and is implementing surveillance to secure nuclear safety of any fabrication and installation activities, and
works in collaboration with the on-site suppliers to manage the risks of Counterfeit, Fraudulent and Suspect Items (CFSI) being incorporated into the installed works.

Key findings, inspector's opinions and reasons for judgement made
The Inspectors found that there were reasonable arrangements in place to deliver surveillance and to manage the risks arising from CFSI. There were some areas for improvement in the management of both.
On surveillance, the Inspectors found that:
- There is a surveillance strategy pertinent to all construction and installation work and the strategy is under the purview of the site quality directorates
- The procedures supporting the strategy are being deployed on the current scope of work. But they may need to be updated to ensure they are targeted and scalable for future activities such as bulk installation of equipment.
In relation to CFSI, the Inspectors found that:
- NNB GenCo (HPC) have a policy and procedures that apply to site.
- Some training has been given to provide awareness of the subject, but some key roles, such as storemen, would benefit from awareness training.
- Mixed levels of awareness were found amongst those workers we spoke with, reinforcing the need for broader awareness training.
During the site visit, the Inspectors identified a suspect issue (a labelling inconsistency on batches of welding consumables) that could have been identified by staff if they had had better awareness. Subsequently, this issue was followed up with the manufacturer and the labelling inconsistencies had an innocent explanation.
Conclusion
The Inspectors judged that a green rating was appropriate in accordance with ONR’s General Inspection Guide.
ONR will monitor the implementation of improvements through routine engagements with NNB Gen Co (HPC).
