Key findings, inspector's opinions and reasons for judgement made
Records relating to fuel free verification of Hunterston B site and appropriateness of nuclear material accountancy were sampled and found to have been correctly completed. This was backed up by physical inspection of supporting plant areas where practical.
Conclusion
I was satisfied from the physical areas, documents and record keeping sampled that the work undertaken by Hunterston B to declare the site fuel free meets the legal requirement for compliance with LC25 (operational records) and the Nuclear Safeguards Regulations. Therefore, I judge that an inspection rating of Green (no formal action) is merited. I also judge that from planned compliance inspection activities undertaken in support of fuel free verification for Hunterston B ONR can accept the statement that the station is free of all fuel.
