Aim of inspection
The intention of this ONR inspection was to conduct a Licence Condition (LC) 28 asset management inspection at the Nuclear Restoration Services Ltd (NRS) Wylfa site. The aim of the inspection was to establish if NRS Wylfa’s arrangements are adequately implemented to detect the onset of equipment and infrastructure degradation, ensuring the organisational capability to adequately manage ageing asset management, the identification and management of obsolescence and the ongoing investment in asset management.

Key findings, inspector's opinions and reasons for judgement made
I undertook a planned Licence Condition (LC) 28 compliance inspection at Nuclear Restoration Services Ltd's (NRS) Wylfa licensed site on Thursday 27th March 2025. LC 28 requires the licensee to plan and implement adequate arrangements for the examination, inspection, maintenance and testing (EIMT) of plant to ensure proper asset management of their plant. The inspection scope was developed in accordance with the Chief Nuclear Inspectors (CNI)'s themed inspection. The aim of the inspection was to establish if NRS Wylfa's arrangements are adequately implemented to detect the onset of equipment and infrastructure degradation, ensuring the organisational capability to adequately manage ageing asset management, the identification and management of obsolescence and the ongoing investment in asset management. The site is currently preparing to transfer into the care and maintenance stage (now being referred to as “deferral” within NRS).
I reviewed the implementation of the arrangements for this LC and have determined the management of assets and ageing asset management to be adequate. The inspection identified an issue within Wylfa's arrangements pertaining to knowledge management within system teams. I have therefore raised a L4 Regulatory Issue to capture this issue to close out.

Conclusion
I considered applicable legislation and relevant good practices including, but not limited to,

Based on the evidence sampled during the inspection, I judged there were no significant shortfalls and the licensee has met the requirements for compliance with LC28, I have therefore assigned a GREEN inspection rating.
