Aim of inspection

The aim of this ONR inspection was to conduct a one-day themed post-implementation inspection at the NRS Berkeley shielded area retrievals project to support release of an enhanced implementation management and control permissioning hold-point.

Key findings, inspector's opinions and reasons for judgement made

I carried out a Licence Condition (LC) 10, 12, 14 and LC 26 compliance inspection at the NRS Berkeley site. This was in support of the recent permission granted to move nuclear fuel from the Shielded Area caves. The LCs selected ensured compliance with the requirements of the modified safety case and that the supporting limits and conditions and safety measures are being adequately implemented by appropriately trained persons, who are adequately supervised during operations.

Conclusion

It is my opinion that the modified safety case is adequate, clearly written and complies with the requirements of LC14. The limits and conditions and safety measures identified in the safety case have been clearly articulated in operational instructions and adequate arrangements are in place to supervise the operations by appropriately trained and suitably qualified and experienced persons, thereby complying with the requirements of LC10, 12 and 26 for this operation.

I therefore concluded that this inspection identified no further matters that may impact significantly on nuclear safety.
