Aim of inspection

The aim of this outage related intervention was to inspect the station’s arrangements and their implementation for the control and supervision of safety related operations as required to demonstrate compliance with Licence Condition 26 (Control and supervision of operations). For this inspection the focus was work carried out by contractors on the licensed site.

Key findings, inspector's opinions and reasons for judgement made

The purpose of this LC26 (Control and supervision of operations) compliance inspection was to ensure that safety related operations / activities that are carried out by contractors are carried out under the control and supervision of suitably qualified and experienced personnel (SQEP) appointed for this purpose by the dutyholder. ONR inspection guidance ‘NS-INSP-GD-026 - LC26 - Control and supervision of operations’ was followed.

The inspection included:

  • Discussion with the station Contract Manager to develop an understanding of the arrangements for control and supervision of contractors.
  • Discussions with personnel from a sampled contractor which included the contractor site manager and a field supervisor at the contractor's main office.
  • Discussions with a field supervisor and a worker at the point of work in “C” Quad within the radiation controlled area (RCA).
  • A sample that included company specifications, monitoring and tracking activities by the station, safety documents, training records and nomination forms to confirm appropriate implementations of the aforementioned arrangements.

Based on the evidence I collected from the above activities which included discussions at different levels, I was able to develop a consistent picture and I judge that:

  • The station has made arrangements for control and supervision of operations and activities carried out by contractors under the supervision of SQEP who are appointed for this purpose.
  • Based on the inspection sample, these arrangements have been adequately implemented.

I raised one observation related to one of the sampled supervisors, whose nomination form for field supervisor did not exist or was missing, although their SQEP status was confirmed as appropriate for the role.

Conclusion

Overall, the inspection was positive with no significant issues identified. I found the individuals I spoke to from both the dutyholder and the sampled contractor, to be very knowledgeable and clear of expectations for control and supervision of operations/activities. Based on my sample, I found that the dutyholder and the sampled contractor to have complied with the dutyholder's arrangements for control and supervision of operations/activities with only one minor observation. At the workface, all documentation sampled was appropriate for the task being undertaken and with appropriate supervision being provided.

A GREEN rating was applied and there was no issues identified that would prevent consent for restart of reactor 1 following its statutory outage.
