Aim of inspection
To demonstrate the adequacy of the 2025 Level 1 rehearsal of emergency arrangements on the NRS Harwell Site against the requirements of LC11 and the regulatory expectations provided within ONR’s guidance NS-INSP-GD-001.

Key findings, inspector's opinions and reasons for judgement made
ONR and Environment Agency (EA) inspectors observed the annual Level 1 safety demonstration exercise on the NRS Ltd Harwell site. This observation focused on emergency management, casualty management, Health Physics monitoring, accounting for people, notifications, post incident considerations and key decision logging. The observers were located within the emergency control centre and at each of the two incident scenes.
For exercise Agamemnon, ONR considers that the areas observed provided adequate demonstration of NRS Ltd’s emergency arrangements at the Harwell site against the requirements of LC11 and that relevant good practice (as provided within ONR's guidance document NS-INSP-GD-011) was met.
Conclusion
Based on ONR and EA observations at the locations attended, I consider that NRS Ltd adequately demonstrated its relevant arrangements across the areas sampled. i.e. the demonstration exercise provided evidence of adequate implementation of NRS Ltd's emergency arrangements at the Harwell site, against the requirements of LC11 and relevant good practice as provided within ONR's guidance document NS-INSP-GD-011. I also judge the evidence gathered from the inspection will enable Level 3 regulatory issue RI-12285 (that was produced to enable ONR to track NRS Ltd's improvement following the previous, inadequate safety demonstration) to be closed.
