Key findings, inspector's opinions and reasons for judgement made

ONR undertook this inspection to examine Nuclear Restoration Services Winfrith management and physical arrangements for controlling exposure to ionising radiations during site radiography operations undertaken by specialist contractors.

This was one of the planned Ionising Radiations Regulations inspections during 2024-25 in support of the Office for Nuclear Regulation Decommissioning Fuel and Waste sub-division strategy and supporting the Nuclear Restoration Services Ionising Radiations Regulations 2017 Regulation 7 Consent application.

The inspection was conducted via discussions with key licensee personnel, the sampling of licensee documentation and observing site radiography taking place. The conclusion of the inspection was that I am content thatNuclear Restoration Services had taken adequate steps for compliance with the Ionising Radiations Regulations 2017 to reduce doses to site personnel from radiography operations.

Conclusion

My inspection of site radiography operations being undertaken by NRS and Oceaneering revealed no significant gaps in compliance with the requirements of IRR17.

I judged NRS implementation of the sampled IRR17 regulations to reduce doses to the employees in the areas inspected to be adequate and assign a rating of GREEN.

This inspection will support ONR’s assessment of the corporate NRS IRR17 Regulation 7 Consent application to carry out specified practices. In my opinion, the inspection supports the recommendation for the overall NRS IRR17 Consent application.
