Aim of inspection

The aim of the inspection was to conduct a one-day inspection for the training and the appointment of Duly Authorised Persons at the NRS Ltd Hinkley Point A site on the 18 September 2024. This will include control and supervision of safety measures in the Wet Magnox Vaults for FED Retrievals at Hinkley Point A.

Key findings, inspector's opinions and reasons for judgement made

I carried out a LC10 and LC12 compliance inspection at the NRS Ltd Hinkley Point site. I reviewed the holistic implementation of the arrangements which included elements of LC14 safety documentation, LC23 operating rules, LC24 operating instructions and LC26 control and supervision of operations and was able to establish the “golden thread” in the management system from the safety case to operational instructions to ensure sufficient Duly Authorised Persons (DAP) and Suitably Qualified and Experience Persons (SQEP) were appropriately trained to understand the significance of the safety case on plant. I established that an adequate safety case had been issued for FED retrievals in the Wet Magnox Vaults which was generated from appropriate fault sequences, the creation of which complied with NRS Ltd’s management arrangements.

I interviewed a DAP and a SQEP to ensure they were content that sufficient training had been provided to enable them to comply with the requirements of the safety case through appropriate operating rules and instructions.

Conclusion

It is my opinion from the safety case documentation assessed during this inspection that the management arrangements for the generation of such documentation is adequate, it identifies appropriate safety measures for FED retrievals in the Wet Vaults and these are documented in operating rules and instructions. It was my opinion that appropriate training was in place and had been provided on the requirements of these operating rules/instructions to the DAPs and SQEP appointed to these supervise compliance with these requirements.

I therefore concluded that this inspection identified no further matters that may impact significantly on nuclear safety.
